Abstract

Educator resource development in an institution is very important for the realization of the ideal of education services. Islamic boarding school as non formal education draws attention to it minimally. Various factors become the reason for this phenomenon, such as budget constraints, lack of potential human resource and low managerial competence of caregivers and the administrators of Islamic boarding school. This research intends to learn more on the Human Resources Development Educator/Islamic Educator at Nurul Islam Islamic Boarding School in Karangjati Sampang Cilacap regency. The focus of this study is how the process of human resource development educator /islamic educator and the stages of implementation. To explore the process of educator resource development at Nurul Islam Islamic Boarding School in Karangjati Sampang Cilacap regency, the authors conducted a study with a qualitative approach to identify and describe the educator resource development and stages. The method of descriptive analysis that is presenting data using sentences or language to obtain a clear and detailed evidence. Meanwhile, the data collection techniques used were: observation, interviews and documentation. The results of this study indicate that educator resource development at Nurul Islam Islamic Boarding School in Karangjati Sampang Cilacap regency implemented with some stages, namely: (1) Planning and Recruitment, (2) Training and Developing, (3) Compensating and Rewarding, and (4) Appraising or Evaluating. In the planning and the recruiting stages stages of educators , the caregivers of islamic boarding school accommodate the potential family that pooled human resources that have solidity, loyalty and strong solidarity. Phase of training and developing, the boarding schools build corporation with the government agencies, non-governmental organizations or religious mass organitation. The alarming stages is s wages and appreciation, because the amount of bisyarah or salaries are still very low and far from eligibility. Nevertheless, the soul of the struggle inherent in the hearts of educator do not weaken the passion to teach students. While, the appraising or evaluating is carried out in the mechanism of regular meetings on a periodic basis either quarterly or half of the agenda of educational program evaluation and performance of educator / islamic boarding school educator.
